The Barrel Is Curved and Very Small
Print wraps around a cylinder, so only part of it is readable from any angle. A company name at a size that fits is already near the limit of legibility, and a web address alongside it will not be read by anybody.
Plastic and Metal Take Different Decoration
Plastic barrels are screen printed, which gives solid colour cheaply. Metal pens are laser engraved to a silver or dark mark that cannot wear off. Engraving on metal is the one that still looks correct after a year in a pocket.
The Clip Decides Where It Lives
A sprung metal clip holds in a shirt pocket or a notebook. A moulded plastic clip snaps, and a pen with a broken clip rolls off a desk and is lost. On a pen meant to last, the clip matters more than the barrel.
The Refill Is the Part Nobody Checks
A pen is judged entirely by whether it writes. A standard replaceable refill with a known ink means it keeps writing and can be refilled. An unbranded sealed cartridge dries out and the pen goes in a bin with your name on it.
Volume Moves You Up a Grade
At a thousand units the cost difference between the cheapest plastic pen and a decent one with a metal clip is small. It is almost always better to spend that difference than to order more of the worse pen.

The real risk with a cheap pen is that it fails in front of somebody. A pen that skips, blots or stops is a small daily reminder attached to your logo, and in this category that is the one outcome genuinely worse than giving nothing away.
