One Base Carries Several Poles
A heavier base takes two, three or four sockets at fixed angles. The combined weight of the flags is spread over one footprint, which is more stable than the same flags standing separately.
Angles Are Set, Not Random
Poles splay at deliberate angles so each flag is readable from a different approach. Set vertically and parallel, the flags block each other from every direction except straight on.
Heights Can Step
Running the poles at slightly different heights lets all three read at once instead of overlapping. Stepped clusters photograph better and are easier to take in at a glance.
Content Divides by Job
Typically one flag for the brand, one for the offer and one for direction. Three flags all carrying the logo waste two thirds of the installation.
It Is Still One Thing to Carry

Because each flag is separate, a changed offer means reprinting one and keeping the other two, which is how most clients run these across a year. Clusters are also the easiest way to test a message. Run two flags with the established branding and one with the offer, and change only the third as the campaign moves. Socket angles are usually fixed in the casting, so check them before ordering. A cluster base with too narrow a splay puts the flags close enough to touch in a breeze, and fabric rubbing on fabric wears both.
The constraint is wind, and it compounds. Three flags on one base catch three times the load of a single flag, so the base must be sized for the whole cluster. A base rated for one flag used under three will move.
